To increase from $40 million to $80 million the amount authorized for a state wastewater application grant fund that gives grants to cover the engineering and consulting costs incurred by local communities associated with sewage treatment projects. The fund uses money borrowed under the Great Lakes Water Quality initiative of 2002. The bill also would create a new advisory commission consisting of various named special interests to make recommendations on who gets the money.
