To revise the conditions that determine whether the Department of Human Services may petition a court to terminate a parents’ parental rights. Under current law, having voluntarily had parental rights terminated for another child can be grounds for a petition and termination by a court. The bill would specify that the earlier termination had to be for actual child abuse or abandonment.
