To make it a misdemeanor for an election clerk to accepts a voter registration even though he or she has reason to believe that it is for person who is not eligible to vote. Also, to make it a felony for a person or organization to knowingly submit a fraudulent or forged voter registration. The ACORN organization has been accused of doing this.
