A $30.9 million net welfare spending reduction reflects lower than anticipated caseloads, and a $198.4 million Medicaid spending increase reflects higher ones. There is also $83.5 million for a Medicaid Electronic Health Record Incentive Program. Other money would be spent on an airport project, State Police disaster responses, a public safety program in Flint, and revenue sharing adjustments.
