To allow a person who has a technical or scientific dispute with the Department of Environmental Quality related to a leaking underground fuel tank cleanup to petition the DEQ director for a ruling. Also, to eliminate a provision restricting cleanup consultants a person can hire to ones already approved by the DEQ (rather than ones who meet specified standards).
