To require debt for state-funded building projects (including college and university debt) to be approved in an appropriations bill rather than through a “concurrent resolution” passed by the House and Senate, and revise other procedures related to increasing state borrowing. Reportedly, a $300 million cap in the bill on the amount of annual debt service (styled in this statute as "lease payments") would limit the amount of new construction borrowing through 2017, when some existing debts will have been paid-off.
