To eliminate a provision transferring Kent County foster care and adoption services from a government agency to private social service agencies. Also, to eliminate provisions requiring the department to look into privatizing the management of the Maxey state reformatory for juvenile delinquents, and look into whether money can be saved by outsourcing the Medicaid eligibility determination process.
