To require the Secretary of State to create an inactive voter file within the qualified voter file (QVF), which would contain those who did not vote for six consecutive years, or who did not respond to a request to confirm residence information. Votes by individuals on this list would be treated as "challenged ballots," which requires an election inspector to make and keep a report with the person's contact information. Also, to establish procedures for residence confirmation of those who appear to have left the state; require photo identification to pick up an absentee ballot, and more.
