To retroactively move back the effective date of a <A href="http://www.michiganvotes.org/2011-SB-7">2011 law</A> that capped the amount that a local government or school district could spend on government employee health benefits. As passed, the caps apply to union labor contracts signed on or after Sept. 15, 2011. The bill moves this back to Sept. 27, 2011, meaning contracts offering more generous benefits that were entered before that date would remain valid.
