To revise details of the procedures used by a local government or school district to select either an annual dollar-amount cap or percentage cap on the amount it can spend on employee health benefits under a <a href="http://www.michiganvotes.org/2011-SB-7">2011 law</a>. Also, to include elected officials in the base used to establish a local government’s “average” cost per employee, exclude payments to employees who take cash instead of insurance benefits, and revise some other details in the formula.
