To amend the state billboard law to authorize regulations and extra fees for digital signs, and revise a wide range of other details of this law, in part so as to conform with federal billboard laws and regulations. Among other changes the bill places new conditions and restrictions on removing vegetation from in front of signs, "grandfathering" provisions for existing signs, and more. The Senate added a provision requiring billboard owners to surrender three existing permits for regular signs in or order to get one digital billboard permit, with certain exceptions and additional restrictions.
