To earmark $3 million in a state forest development fund to cover workers compensation benefits paid to former firefighters and other emergency first responders who have cancer that they assert was caused by their job. This is essentially a "fund raid" to meet legislator's desire to provide a new benefit but not offset its cost with spending cuts or tax and fee increases.
