To transfer from the state government’s judicial branch to its executive branch an Indigent Defense Commission created by a <a href="http://www.michiganvotes.org/2013-HB-4529">2013 law</a> to create standards for court-appointed attorneys who represent indigent defendants. This would address concerns that the current organization raises constitutional separation of powers issues.
