To require state agencies to undertake an outreach program to assist individuals eligible for an amnesty program that would forgive their liability for penalties imposed by a “driver responsibility fee” law. House Bill 5040 would repeal this law and clear any outstanding liability an individual may have to pay them. HB 5040 also appropriates $250,000 for the outreach.
