To revise details of Michigan’s expansive and extraordinarily detailed and controlling regulations on the manufacture, distribution, sale and service of alcohol, specifically provisions that permit the sale of drinks at university conference centers and golf course clubhouses. This and many similar bills work by making minor changes to "terms of art" used by regulators (which often have no connection to the plain-English words used in them), in ways that expand or contract the privileges or restrictions on particular regulated interests, almost always in a protectionist, anti-competitive direction.
