To establish that if a statutory member of a board of county election commissioners is absent, the county sheriff, prosecutor or register of deeds must be appointed to fill in. The statutory members are the chief (or only) county or district probate judge, the county clerk and the county treasurer. The bill would authorize pay for members of these boards, and revise details of their procedures.
