To allow fees charged by local or state agencies for required inspections of salvage vehicles to be used to cover police payroll and other expenses if they are related to recovering stolen vehicles. (This refers to vehicles acquired by an insurer after extensive damage and then get repaired, retitled and resold.) The inspections are required to get a title for a car that has been salvaged. The bill would also let local governments audit the distribution of fees, and prohibit the mechanic who does the required repairs from being the person who certifies that they were done "in a workmanlike manner".
