To expand the definition of “demolition” in a law that authorizes government subsidies for developers of commercial projects on so-called “brownfields” sites in a way that potentially increases subsidies paid to developer. These subsidies were originally intended to facilitate redevelopment of blighted or contaminated properties, but increasingly have been used to grant general "economic development" subsidies to particular developers and projects.
