To expand and modify the duties and mission of an existing government “transportation asset management council,” so as to align them with the duties and mission of a potential “government infrastructure council” (see House Bills 4016 and 5335, and Senate Bills 51 and 632). Also, to require local governments and road agencies to submit an expanded version of a currently-required “asset management plan” to the council every three years. Restrictions would be imposed on the activities of a local unit that “cannot demonstrate that it has made annual progress toward achieving the performance goals described in its asset management plan”.
