To prohibit a business or professional person from charging to advise or assist an individual obtain certain veterans' benefits (dubbed “pension poaching”), except as permitted under a particular federal statute. Also, to ban using financial or other personal information used to prepare documents for one individual to assist another in a veterans' benefit matter, and ban related actions specified in the bill, including failing to make specific disclosures it prescribes.
