To revise a comprehensive soil erosion and sedimentation control regulatory regime imposed by a Republican legislature and governor in a <a href="http://www.legislature.mi.gov/(S(jp11bavtiarqexjptgwemve0))/mileg.aspx?page=getObject&objectName=mcl-451-1994-II-2-SOIL-CONSERVATION-EROSION-AND-SEDIMENTATION-CONTROL-91">2000 law</a> that among other things authorizes fines of $10,000 per day for earth moving violations. The bill would expressly allow municipalities to act jointly under that law.
