To establish a “pre-licensure” inquiry process for individuals seeking one of the many occupational licenses that are mandated by the state as a condition of earning a living in a particular profession. This would let an individual get a preliminary determination of whether any criminal convictions or court judgments against him or her would likely result in being denied a license under licensure provisions that require an applicant have “good moral character.” This bill would affect licenses mandated under a state Skilled Trades Regulation Act.
