To require the Department of Health and Human Services to develop a foster care quality assurance policy as specified in the bill. Among other things this would require officials to place children with relatives and siblings where appropriate, place children in the least restrictive setting that is appropriate, ensure specified educational opportunities and more. It would also establish grievance procedures if a child’s treatment doesn’t meet the prescribed standards.
