To authorize a new "juvenile mental health” specialty court for offenses related to drug and alcohol abuse, mental illness, emotional disturbances and developmental disabilities. Specialty courts allow participants to get more lenient treatment in return for abiding by certain conditions that may include completing treatment programs. The bill specifies many details of the personnel, procedures, interventions and more that these courts could use, or would be required to use.
