To revise a law that requires a special permit to do construction on a floodplain, by requiring regulatory authorities to establish a “general permit” category for minor floodplain activities and projects that are similar in nature, have minimal potential for causing harmful interference and have only minimal adverse effects on the environment. This would allow a person to pay $50 for a general permit and proceed without having to get a project-specific permit.
