To prohibit a municipal utility from selling power to a customer outside their corporate limits who was a customer within the previous three years, unless the (different) utility that has been granted a state monopoly on selling power in that area consents to this in writing. Under the bill, the definition of a “customer” subject to the ban would include buildings or facilities served rather than location of the person or company getting the service.
