To amend a 2016 law that established a statewide regulatory regime on the commercial and recreational operation of aerial drones, which among other things preempted local governments from banning (but not regulating) drones. The bill would let Mackinac Island prohibit knowingly using a drone to interfere with the safe use of a horse used by a commercial service. Drones over the island could still be used by a “newsgatherer licensed by the Federal Communications Commission,” by insurance claims adjustors, for utility or critical infrastructure maintenance, and enforcement. The island would have to apply for a certain “fixed site facility” designation issued by the Federal Aviation Administration.
