To prohibit placing a youth under age of 18 who was arrested or convicted for a crime with adults during confinement, and eliminate some exceptions from holding minors in an adult facility or within the “sight or sound” of adult prisoners. This is part of a broader "raise the age" juvenile justice reform effort.
