To amend a 2016 law that established a statewide regulatory regime on the commercial and recreational operation of aerial drones, which among other things preempted local governments from banning (but not regulating) drones. The bill would exempt Mackinac Island from the local drone-ban preemption, except for those used by a “newsgatherer licensed by the Federal Communications Commission,” insurance claims adjustors, and utility or critical infrastructure maintenance. The island would have to apply for a certain “fixed site facility” designation issued by the Federal Aviation Administration.
