To give Kalamazoo county (primarily) and also Ingham, Ottawa, Muskegon and Washtenaw counties the power to impose a 4 percent room tax on lodging facilities, and use the money to subsidize "urban recreational services," including an event center that the Kalamazoo 'economic development' agency has lobbied 10 years for, according to the House Fiscal Agency. The tax would go into effect when the owners controlling at least 40 percent of the “transient facility” (hotel and motel) rooms in the jurisdiction, with lodging owners getting one vote per room.
