To authorize and create rules for a “qualified residential treatment programs” for juvenile delinquents subject to being placed in foster care. Senate Bills 466 to 469 prescribe, authorize or implement various pieces of this proposal, which is designed to align Michigan rules and procedures with those required by federal welfare authorities.
