To establish a system of initial “preliminary” investigations of all child fatality cases by a state children's ombudsman's office, followed by a “full” investigation if warranted. The children's ombudsman is tasked with investigating and reviewing actions of the state and local government agencies that serve children, child placing agencies, and child caring institutions; monitoring and ensuring compliance with relevant statutes, rules, and policies pertaining to children's protective services and the placement, supervision, treatment children in foster care and adoptive homes; and improving delivery of care to children subject to the authority of any of these entities.
