To revise a law that lets police issue an “appearance ticket” and release an offender for certain low level offenses (as is done with traffic tickets), rather than detaining and “booking” the individual. Under the bill police would not be permitted to detain and book a suspect for a misdemeanor or ordinance violation, not including domestic violence. This would not apply if the person refuses to follow an officer's reasonable instructions, will not offer satisfactory evidence of identification, or if it appears likely individual would continue or resume committing the crime(s). An officer would have to report the specific reason, however.
