To create a new government “propane commission” comprised of specified officials and political appointees, with the power to impose a 1/10 of one cent per gallon "marketing assessment" on retail propane sellers, if a majority of firms in the business vote for this. The mission of this new government entity would be to provide incentive programs including rebates for consumers to buy more efficient appliances.
