The bill would explicitly allow this money to be used to cover administrative expenses at the state Department of Environment, Great Lakes, and Energy, and explicitly prohibit using it to make "payments in lieu of taxes" to local governments with (tax exempt) state property in their jurisdiction. It would revise details of the provision that lets this money to be used for forest management operations and practices including those related to state timber sales.
