This would appropriate $1.708 billion in gross spending, of which $128 million is federal money, with the rest coming from state taxes and fees. The budget would change the system for allocating this money to Michigan's 15 state universities to one based on the number of Michigan residents each institution enrolls, instead of a system based on allocations set years ago based on subjective criteria.
