To replace a prohibition on a state “administrative board” not increasing or decreasing an item of appropriation without permission from legislative appropriation committees, with one that allows this if the amount is less than 3% of an appropriation, or $125,000, and won’t change the appropriation by more than $200,000. The bill comes after Gov. Gretchen Whitmer used this device to repurpose some $600 million appropriated in the 2019-2020 fiscal year budget.
