To permit certain small brewers, distillers and wine maker licensees to operate an “on-premises tasting room” and an “off-premises tasting room” held at same location, as specified by the bill and by the "terms of art" used in Michigan’s extraordinarily detailed and generally protectionist “liquor control” laws.
