To expand a law that bans a company or organization from using the name of a benevolent, humane, fraternal, or charitable organization as part of its own name, so as to also prohibit using the designation "historically black college or university" as defined in specified state and federal laws. The House Fiscal Agency reports that House Bills 5447 and 5448 "are understood to further the reopening of the Lewis College of Business, an institution that operated in Detroit from 1939 until 2013".
