To enter violations of House Bill 4277's ban on using a non-hands free cell phone or electronic device on an individual’s "master driving record," and extend an existing ban on graduated license holders using a cell phone to all the other devices listed in these bills. Also, to require the State Police to file a report on the number or citations given under the proposed prohibition, and the race and ethnicity of the individuals given citations.
