To expand to all cities, villages and townships the authority to grant "neighborhood enterprise zone" property tax breaks to developers whose projects are determined to encourage “compact development and adjacent to existing development and can utilize existing infrastructure," for rental to households earning not more than of 120% of the countywide area median income.
