To raise the minimum commission the state Liquor Control Commission may pay to a “vendor of spirits” for distributing a case of liquor to merchants. Under Michigan extraordinarily complex and multilayered “Liquor Control Code,” which is frequently revised at the behest of industry players, the state government is the sole statewide wholesaler of all distilled liquor, and sells to retailers at uniform statewide prices.
