To require the Department of Environment, Great Lakes, and Energy to establish new “recycling markets programs,” “local recycling innovation programs,” “recycling access and voluntary participation programs;” and more. Among other things the bill would also revise definitions and regulations on compost and “beneficial use by-products.” The bill is part of a legislative package comprised of House Bills 4453 to 4461 that would revise and expand many of the state laws, regulations, requirements, fines, fees and more related to landfills, solid waste and recycling mandates.
