To establish an alternative energy renaissance zone dedicated to the support, research, development, enhancement, and manufacturing of alternative energy technology, with a duration of renaissance zone status for no more than 20 years. Alternative energy tax deductions, exemptions, or credits would not be extended to a property located in the alternative energy renaissance zone which is not used to directly promote and increase the research, development, and manufacturing of alternative energy technology.
Substitute offered
To adopt a new version of the bill which would add a provision authorizing the creation of a pharmaceutical renaissance zone to give tax breaks to drug companies within the zone. This is in response to concerns that with the proposed purchase by Pfizer of the Pharmacia Corporation, some 8,500 Pharmacia jobs in Michigan might be eliminated or moved to other areas. This provision of the bill is targeted at this company.
