Currently, the board consists of 12 members, six of whom are appointed by the city of Detroit and six by Wayne County. The bill would give Wayne County a seventh member. The DWCCMH annually serves some 75,000 mentally ill and disabled people, and spends about $530 million, more than $500 million of which is state and federal Medicaid dollars.

Those bills would reorganize the Detroit-Wayne County Community Mental Health Agency (DWCCMH) as an independent authority separate from Wayne County (and separate from the county's budget).
