To replace the previous version of the bill with one that limits the loan payback amounts, clarifies that only state and federal student loans would be covered, include large animal veterinarians in the program, and extends the loan paybacks to training certificate programs, rather than just degree programs. This refers to training programs generally provided by for-profit entities.

To authorize a state program to repay up to 2.5 percent or $750 (whichever is less), each year for up to 10 years, of the college or certified training loans of up to 1,000 individuals who work full-time at an agricultural facility (agri-business) located in a rural area. Large animal veterinarians would also qualify.
