Allow some drain commissioners to be appointed

To give the county commission of a county with a population greater than 500,000 (Wayne, Oakland, Macomb and Kent) the authority to eliminate the right of the people to elect the county drain commissioner, and instead apppoint the drain commissioner. Note: Drain commissioners have extensive powers related to individual parcels and to larger use issues, including the power to add assessments to a property owner's tax bill. A vote of the people would not be required to confirm the county commissions action.
