To give the Kent county commission the authority to eliminate the right of the people to elect the county drain commissioner, and instead apppoint the drain commissioner. Note: Drain commissioners have extensive powers related to individual parcels and to larger use issues, including the power to add assessments to a property owner's tax bill. This would require a two thirds vote of the county commission, but a vote of the people would not be required to confirm the action.
