Introduced
by
To convert the deal to transfer Cobo Hall to a regional authority proposed by Senate Bill 585 into a 30 year lease, and consider the $20 million the authority would pay to Detroit under that deal to be the lease payment. Also, to require the authority to make a “good faith effort” to hire city residents for Cobo jobs.
Referred to the Committee on Regulatory Reform
Reported without amendment
With the recommendation that the substitute (H-1) be adopted and that the bill then pass.
Substitute offered
To replace the previous version of the bill with one that revises details, and which converts a Detroit resident hiring preference to a metro-region resident preference.
The substitute passed by voice vote
Amendment offered
by
To allow Detroit to keep control of Cobo parking after the transfer to a regional authority.
The amendment passed by voice vote
Amendment offered
by
To slightly narrow a provision requiring Detroit to continue to provide municipal services to Cobo Hall. The city would be responsible for police, fire, and emergency medical services, but not necessarily other services.

Failed in the House 0 to 108 (details)
To concur with a Senate-passed version of the bill. The vote sends the bill to a House-Senate conference committee to work out the differences.
Passed in the Senate 32 to 1 (details)
To adopt a compromise version of the bill reported by a House-Senate conference committee. The final deal converts the transfer of Cobo Hall to a regional authority created by 2008 Senate Bill 1630 into a 30 year lease, and considers $20 million the authority would pay to Detroit under that deal to be the lease payment. The authority would have to make a “good faith effort” to hire residents of the region for Cobo jobs, and a "citizens advisory committee" would be set up. If the Detroit council fails to approve the deal the mayor could over-ride them. If Detroit does not approve the deal, extensions of hotel, liquor and cigarette taxes originally earmarked for Cobo bonds would go to Oakland County to develop a new facility, probably by expanding the Rock Financial Center in Novi.
