To adopt a compromise version of the bill reported by a House-Senate conference committee. The final deal converts the transfer of Cobo Hall to a regional authority proposed by <a href="http://www.michiganvotes.org/2008-SB-1630">2008 Senate Bill 1630</a> into a 30 year lease, and considers $20 million the authority would pay to Detroit under that deal to be the lease payment. The authority would have to make a “good faith effort” to hire residents of the region for Cobo jobs, and a "citizens advisory committee" would be set up. If the Detroit council fails to approve the deal the mayor could over-ride them. If Detroit does not approve the deal, extensions of hotel, liquor and cigarette taxes originally earmarked for Cobo bonds would go to Oakland County to develop a new facility, probably by expanding the Rock Financial Center in Novi.
